Sounds nice, the best website is somewhat a people's choice. I bet that Google is going to see a 300% increase in account registrations.

I don`t think it will help sites improve their pagerank because people won`t see them on the 6th page anyways so in 99% of the cases people are gonna "+1" anyway top rated sites
