Level 4 Are you signed into your gmail account?

Level 7 You can't enter the Android market, or you get "Download unsuccessful" when trying to download something?

Level 6 Do you have mobile internet or Wi-Fi connected to the web and are you logged in? If so you shouldn't have issues.
