Hi, is it possible to delete a song directly from the phone without having to sync it with iTunes?

My phone has stopped receiving Wi-fi.It finds my Wi-fi network but when I try to browse, it just hangs there. Sometimes, the phone didn't see all the networks that my computer could, although the network strenght of all relevant ones was very good. So what can be the problem - software or hardware?
