Samsung Galaxy Nexus won't hard reset

A friend of mine bought the phone, recently. Today, he told me that the phone won't hard reset. On the display stays just the Google logo. What can be the problem?

I don't know whether now would be a stupid time to buy into the market. Should I wait for a quad core LTE phone to arrive at Sprint/Verizon (my 2 carriers), or should I go ahead and buy one of the phones right now? Also, will I experience an actual, everyday difference between dual-core and quad-core?...
