Lg optimus one has HVGA screen and good build quality.on the other hand galaxy y has speedy processor but not have good camera & screen.
I heard that optimus one have dust problem under screen.is this true?plz rep.

Not all op one have this problem. Some guess that dust go through the USB, or dust was already in the phone due to assembly process.

I have an Optimus One. The dust appeared after the second week but I hardly notice it since it's only visible when the screen is off. I'd definitely go for the bigger and better screen. QVGA at 3" is ugly...
